What a North Carolina TTL estimate includes
A North Carolina tax, title and license (TTL) estimate combines supported Highway Use Tax with the $66.75 title charge and selected passenger registration/plate fees. It may also include eligible plate-transfer, EV/PHEV, late-title, and supported county or regional registration charges.
TTL is a set of title and registration-related costs. It is not the vehicle’s complete out-the-door price: it does not automatically include the selling price, every dealer-controlled charge, insurance, or local vehicle property tax.
Verified October 2026. This estimate follows the supported North Carolina transaction paths described below.
Worked example: $30,000 dealer vehicle

- Highway Use Tax at 3%
- $900.00

- Estimated TTL subtotal

Generated by the current North Carolina TTL engine. This example excludes dealer administrative fees, local property tax, and optional products.
The simple example assumes a new passenger plate, no trade allowance, no late title, and no county add-on. A disclosed dealer administrative fee can change HUT because state law includes regulated dealer fees in the HUT base.
How to read the total—and what is outside it
North Carolina generally charges HUT in place of ordinary vehicle retail sales tax when title is issued. The calculator uses 3% for the supported ordinary paths, applies the dealer or private-party value rule, then adds title and registration amounts selected in the form.
Tag & Tax Together vehicle property tax is not included. It depends on the county assessment and applicable local rates. Optional dealer products, third-party service charges, inspections, insurance-related penalties, specialty plates, and unsupported exemptions also remain outside this standardized subtotal.
Estimated TTL = Highway Use Tax + title fee + selected registration and supported plate/powertrain/county charges.
North Carolina TTL questions
Frequently asked questions
What does TTL mean when buying a car?
TTL means tax, title, and license. It refers to tax due on the titled vehicle plus title and registration charges; it is not necessarily the complete purchase total.
What is included in this North Carolina TTL calculator?
It combines estimated HUT, title, and selected registration/plate charges, including supported EV/PHEV and regional amounts.
Does North Carolina TTL include the vehicle price?
The estimate is a fees subtotal, not the complete vehicle purchase amount or out-the-door price.
Is local vehicle property tax included?
No. Tag & Tax Together property tax varies with assessed value and local tax rates, so it is excluded rather than averaged.
Does a dealer admin fee affect HUT?
North Carolina law includes a fee regulated under G.S. 20-101.1 in the HUT tax base. The disclosed amount should be entered for the dealer path.
Can I use this for a private-party purchase?
Yes, for the supported ordinary path. Enter the applicable DMV market value; the purchase-price field alone does not set a private-party tax base.
