Dealer Auto Rates and private-party RUT-50 tables

A registered Illinois dealer sale uses the vehicle-specific Auto Rate for the dealer's standard business location, with supported purchaser-location adjustments where IDOR requires them. An ordinary private-party purchase uses the separate 2026 RUT-50 fixed tables rather than a percentage of price.

Off-site dealer sales, nonresident reciprocity, leases, gifts, family exceptions, motorcycles, ATVs, specialty plates, and unsupported registration adjustments remain outside this phase.
