The Pennsylvania Fee for Local Use is $5 for each registration year in a participating county: $5 for one year or $10 for two years. Not every county charges it. CarBuyerKit's October 2026 dataset contains 27 participating counties and preserves each county's effective date.
How the Pennsylvania county registration fee works
The county fee is collected with an eligible initial registration or renewal when the registrant resides in a participating county. It is separate from Pennsylvania's base registration fee, title fee, and the EV or PHEV Road User Charge.

The engine uses both the county and the registration term. It does not apply a flat $5 to a two-year registration or charge the fee in a county that has not adopted it.

Susquehanna County became effective May 14, 2026, and Bedford County became effective August 12, 2026. Their 2026 PennDOT bulletins support the dates already stored in the shared dataset.
Effective dates matter
A county's presence in today's list does not mean the fee applied before its effective date. An estimate for an earlier transaction should use the rules in effect on that transaction date.
The current calculator is verified for October 2026 and uses the active list at that time. It is not a historical calculator for a transaction completed before a county joined the program.
Plate and registration transfers are treated differently
PennDOT says the county Fee for Local Use is not collected on a registration transfer. That differs from an initial registration or renewal, where the fee applies for a resident of a participating county.
A plate-transfer charge is a separate state amount and should not be confused with this county fee. Review the actual transaction path before adding both charges to an estimate.
Worked example: Bedford County two-year registration
The engine returns $106.00 for an ordinary two-year gas-vehicle registration: $96.00 in base registration plus $10.00 for two years of Bedford County's fee. A gas vehicle adds no Road User Charge.
Check the county before relying on a total
A move between counties can change the local-use portion even when the vehicle and registration term stay the same. Use the county of residence associated with the registration and confirm transaction-specific treatment with PennDOT or the issuing agent.
