How Much Is Pennsylvania Passenger Registration?

One-Year and Two-Year Registration Fees
The base Pennsylvania car registration cost is $48 for one year or $96 for two years. The two-year amount is exactly twice the annual fee in the current MV-70S schedule.
The standard first-issued plate is included
PennDOT states that the registration fee includes a standard registration plate when one is first issued. The PA registration fee calculator therefore adds $0 as a separate standard-plate charge. Personalized, specialty, antique, classic, and other special plates can cost more and are excluded.
County charge
Pennsylvania Fee for Local Use
Counties may adopt an annual $5 Fee for Local Use for vehicles registered to an address in that county. A one-year registration adds $5 and a two-year registration adds $10 when the owner's county participates.

Pennsylvania EV and PHEV Road User Charge
The Road User Charge is separate from the passenger registration fee. For the supported 2026 period, the charge must use the same one- or two-year term as the registration.

A conventional hybrid is not treated as a PHEV unless its battery can receive energy from an external source.
