What Pennsylvania Tax, Title, and License Includes

A supported Pennsylvania TTL estimate combines the purchaser's applicable 6%, 7%, or 8% vehicle sales tax with the $72 certificate-of-title fee and either ordinary passenger registration or the $11 base fee for an eligible plate transfer.

The initial-registration path can also include a $5-per-year county Fee for Local Use, the 2026 battery-electric or plug-in-hybrid Road User Charge, and one optional $36 lien-recording fee.

Pennsylvania Vehicle Sales Tax in the TTL Estimate

The PA TTL calculator uses the purchaser's residence county: 6% in most counties, 7% in Allegheny County, and 8% in Philadelphia. For a qualifying dealer transaction, the full accepted trade value reduces the taxable amount while the trade loan payoff affects equity only.

Private sales do not receive the ordinary dealer trade-in deduction. Verified seller discounts reduce the supported taxable amount, while verified taxable additions increase it. The Department of Revenue may separately review a reported price substantially below fair market value.

Pennsylvania Title and Lien Fees

The current ordinary certificate-of-title fee is $72. When the buyer records one lien on the newly issued title, the calculator adds the separate $36 lien fee once. It does not add lien charges when that option is not selected.

Initial registration

Passenger Registration, County Fees, and the Road User Charge

An ordinary private passenger registration is $48 for one year or $96 for two years. A participating county adds $5 for each registration year.

For 2026, a battery-electric vehicle adds $250 for one year or $500 for two years. A plug-in hybrid adds $63 or $126. Gasoline, diesel, and conventional hybrid vehicles add no Road User Charge under this rule.

Why an Initial Standard Plate Is Not Added Again

PennDOT states that the passenger registration fee includes a standard registration plate when first issued. The initial-registration path therefore includes the plate at $0 instead of adding a separate standard-plate charge.

Why an Eligible Pennsylvania Plate Transfer Can Remain Partial

The supported transfer path adds the $11 registration-plate transfer fee instead of full passenger registration. PennDOT's current guidance also says the county Fee for Local Use is not collected merely because registration is transferred.

Remaining registration time, renewal timing, vehicle weight or class changes, fee increases, and an existing EV/PHEV Road User Charge balance can change the transaction. Because the engine does not guess those facts, it reports a known subtotal rather than a fake exact TTL amount.
