Georgia New Resident TAVT: Who May Qualify for 3%?
Georgia’s new-resident TAVT path is 3% of fair market value for an eligible person bringing a vehicle to the state. Learn the timing, documents, and limits.
Published and verified October 5, 2026
Georgia’s new-resident TAVT rate is 3% of the vehicle’s fair market value for an eligible person moving to Georgia with a vehicle. It is a separate path from the standard 7% TAVT most buyers encounter when ownership transfers in Georgia. A new resident must register the vehicle within 30 days of moving and complete the required Georgia title/tag process.
Who should check the 3% new-resident path?
This rate is for a person who has moved to Georgia and is bringing a vehicle into the state for Georgia titling and registration. It is not a general discount for anyone buying a car from out of state, nor should a Georgia purchase automatically be treated as a new-resident vehicle.
The DOR says new residents must register within 30 days of moving. Before visiting the county tag office, confirm the vehicle and applicant fit the DOR’s new-resident process. A valid Georgia driver’s license or ID, completed title/tag application, proof of ownership such as an out-of-state title, insurance, and an applicable emissions inspection may be required.
Leased vehicles, vehicles with a lienholder, nonresident military situations, exemptions, and unusual ownership histories can require additional steps. This guide does not determine eligibility for an individual situation.
How 3% differs from the standard 7% TAVT
The standard rate is generally 7% when a covered vehicle transaction is titled in Georgia. The new-resident rate is 3% of fair market value for the eligible already-owned vehicle path. It is not an ordinary sales tax and does not replace annual registration fees or any applicable EV charge.
The calculator asks for the Georgia fair-market value for the new-resident path. It does not use a trade-in deduction or a new-vehicle seller discount on this path.
Example: comparing rates on the same value
This comparison does not establish eligibility. It only shows the rate arithmetic when DOR’s new-resident path applies. Title and annual registration are separate charges, not part of the percentage comparison.
Use the Georgia TTL calculator to model supported TAVT plus title and registration. Review the Georgia TAVT guide for ordinary dealer and private-party purchases.
What to confirm with DOR or your county tag office
- Whether you qualify as a new resident for the reduced TAVT rate.
- Which value from the current Georgia assessment manual applies to your vehicle.
- Whether the title is held by a lender or lease company and what form is required.
- Whether the vehicle is subject to county emissions testing.
- Which title, registration, plate, and other fees are due and what deadline applies.
