Supported transfer
What this Pennsylvania title transfer estimate covers
The calculator covers an ordinary Pennsylvania private-party sale of a private passenger vehicle. It combines the residence-based sales or use tax with the certificate-of-title charge, an optional recorded lien, and registration costs when selected.
It does not create a separate ownership-transfer charge. The title certificate is the supported state title cost, while tax and any registration-related charges appear as their own line items.
PennDOT title charges
$72 title or $108 title-and-lien path
The current certificate-of-title fee is $72. If one lien must be recorded, the existing engine adds the $36 lien charge, producing a combined title-and-lien amount of $108. These are distinct from sales tax and registration.
Private-party tax
Sales tax uses the purchaser's county of residence
An ordinary private-party purchase is subject to the verified Pennsylvania rate for the purchaser's residence: 6% generally, 7% for an Allegheny County resident, or 8% for a Philadelphia resident. There is no dealer trade-in credit in this supported private-party path.

Registration choices
Registration, local-use, EV/PHEV, and plate-transfer charges
When registration is needed, the calculator adds the selected passenger registration term. A participating county's Fee for Local Use and Pennsylvania's battery-electric or plug-in hybrid Road User Charge are also included when the existing verified rules apply.
The eligible Pennsylvania plate-transfer path reports the current $11 transfer charge. That path can remain a partial estimate when transaction-specific registration adjustments cannot be known safely; the tool shows known charges rather than guessing.
Price review
Pennsylvania may review an understated vehicle value
The Department of Revenue can review a purchase price that appears substantially below fair market value. A buyer may need to provide information supporting the reported price, such as vehicle condition. This calculator uses the amount entered and does not determine whether a price will be accepted.
Excluded private-service charges
Notary, tag, agent, and messenger fees vary
Authorized agents and private service providers may charge for notary, tag, agent, or messenger services. Those amounts are not a single fixed PennDOT title fee, so the calculator excludes them. Ask the provider for a written breakdown before the transaction.
